2025 Consultations: Immigration Planning in Québec for the 2026–2029 Period
As part of Québec’s immigration planning for the 2026–2029 period, we submitted a brief.
Key Requests
Given the expertise of the Solutions Justes Legal Clinic and the Montreal Community Mission (MCM) in the context of Québec and Canadian immigration policy, as well as our deep understanding of the realities faced by immigrant and refugee populations in Québec, we prepared this brief to provide a constructive critique of the humanitarian policy outlined and proposed in the consultation paper developed by the Québec government, and to suggest concrete courses of action to advance Québec’s efforts in humanitarian law.
We aim to foster a thorough reflection on the need to move beyond the current system, which relies on underfunded community organizations to compensate for state shortcomings. Moreover, the priority given to temporary immigration at the expense of permanent immigration weakens and precarizes the individuals we support at the clinic. In addition, the concept of reception capacity is not adequately considered, as we will discuss below.
This brief seeks to contribute to a humanitarian approach by presenting informed and pragmatic recommendations, among others:
Prioritize increased funding for legal resources as well as frontline organizations providing support to immigrants and refugees, including those outside the Greater Montréal area;
Promote policies that enable immigrants and refugees to settle permanently in Québec and reunite with their families;
Establish secure mechanisms to report abuse and fraud, with access to remedies and immigration status
Advocate to the federal government to suspend deportation measures during the humanitarian permanent residence application process and grant the same rights as those afforded during an asylum claim.
